A delegation from Gram Panchayat Lippa, district, Kinnaur led by MLA Shri Jagat Singh Negi and Pradhan Lippa, Samtan Dolma met the Chief Minister, Shri Virbhadra Singh here today. Besides congratulating him for becoming the Chief Minister, they also urged him for cancellation of the construction of 130 MW Integrated Kashang Stage II & III Hydro Electric Project. They pleaded that the construction may lead to ecological disaster besides the residents of Lippa objected of Forest Right Violation. They said that the project was proposed to be constructed by diverting the waters of Kirang Khud to Kashang Khud which may lead to frequent floods resulting in accumulation of huge loads of silt and debris very near to the village. Apart from this 80 percent families of village Lippa have their fields in upper Mohal which would be destroyed if construction continues.

Shri Virbhadra Singh gave a patient hearing to their demands and assured them of looking into the matter considerately.

The proposed Integrated Kashang Project comprises of four distinct stages of
• Stage-I, comprising of diversion of the Kashang stream, at El. 2829 m, to an
underground powerhouse located on the right bank of Sutlej near Powari village,
developing a head of approximately 830 m;
• Stage-II, comprising of diversion of the Kerang stream, at El. 2870 m, into an
underground water conductor system leading the upstream end of Stage-I water
conductor system;
• Stage-III, consisting of augmenting the generating capacity of Stage-I
powerhouse using Kerang waters over the 820 m head available in Kashang
Stage-I powerhouse.
• Stage-IV, comprising of more or less independent scheme harnessing the power
potential of Kerang stream upstream of the diversion site of Stage-II. In this
scheme, a head of approximately 300 m could be utilized to develop power in an
underground powerhouse located on the right bank of Kerang khad.
