Himachal Education Regulatory Commission Bill Referred To Select Committee
Shimla: With the opposition congress picking flaws in the bill for setting up an education regulatory commission, chief minister Prem Kumar Dhumal intervening in the debate ceded to the demand for referring it to a select committee for a threadbare discussion on the draft.
With congress members Sukhvinder Sukku, Kaul Singh, GS Bali, Kuldeep Pathania and Suresh Bhardwaj of BJP moving amendments to the bill provisions regarding the selection process of the proposed commission members and its chairman, financial implications and re-employment conditions of former commission members, the government accepted the oppositions suggestions about referring the draft to a select committee.
Being a pioneering piece of legislation in the country, the chief minister said that views from a wide section of academia and lawmakers could help to draw a good bill for regulating higher education in the private sector.
The bill tabled on 19th August, had proposed setting up of an independent authority for regulating functioning of private universities. The commission was to be empowered with powers to summon parties and impose penalties for violations of rules, regulations and directions.
